EAEU Revised Draft: Energy Efficiency Requirements for Devices

Some 2 years after publication of the original draft, the Eurasian Economic Commission (EEC) issued a revised draft decision approving technical regulations on energy efficiency requirements for energy-consuming devices.

The technical regulations (TR) are designed to ensure energy efficiency and resource saving within the framework of the EAEU, and to prevent actions that would mislead consumers about the energy efficiency of energy-consuming devices. The TR would establish mandatory requirements for energy-consuming devices in terms of their energy efficiency and labeling that must be applied within the customs territory of the EAEU.

Energy-consuming device must be designed and manufactured in such a way as to conform to the requirements of the technical regulations when it is used for its intended purpose and when the requirements for the installation, operation, storage, transportation and maintenance are met.

Technical regulations apply to energy-consuming devices put into circulation in the customs territory of the EAEU, as listed in Annex 1.

Moreover, the Board of the Eurasian Economic Commission together with the EAEU’s member states’ governments will ensure the development of a draft decision of the Council of the EEC that establishes the requirements for the maintenance of technical data sheets and labels for various types of energy-consuming devices (including label forms and the information that is indicated on them, as well as the energy efficiency classes of energy-consuming devices), while taking into account the need for entry into force of the said requirements no later than 1 March 2021.

The technical requirements will come into force from the date of entry into force of the decision approving the same, but no earlier than 1 September 2021.
